Abstract

With the aging of China's population becoming increasingly serious and the demand for long-term care for the disabled elderly surging, it is vital to establish a sound long-term care insurance (LTCI) system that suits China's national conditions. Among them, financing is the core of long-term care insurance and the basis for forming insurance funds, which reflects the internal mechanism and checks and balances of fund-raising, and how to build a fair, reasonable and sustainable financing mechanism is the primary issue facing the establishment of long-term care insurance system. This case is taken from the National Natural Science Foundation of China (NSFC) project undertaken by the Health Technology Assessment Laboratory of the Key Laboratory of Fujian Provincial Universities and the Center for Health Economics and Policy and Elderly Health Research of the School of Public Health, Xiamen University, which analyzes the current situation of the implementation of the LTC insurance system in China, summarizes the path of implementation of the LTC insurance financing for the pilot cities that have good operating results, explores the current situation of the LTC fund income and expenditure as well as its main influencing factors, and predicts that It explores the current situation of LTCI fund income and expenditure and its main influencing factors, predicts the trend of LTCI fund income and expenditure and balance in Xiamen city from 2021 to 2035, and develops the optimization strategy of LTCI financing under the principle of fund sustainability, with a view to providing scientific theoretical basis for the formulation of sustainable LTCI financing policy in Xiamen city. Through the analysis of the case, students can understand the connotation of the long-term care insurance system and the implementation status quo at home and abroad, carry out policy simulation and evaluation, put forward policy optimization suggestions, etc., so as to cultivate the ability of students to carry out the design and evaluation of health policies.
